Department of Facilities Planning and Management 955 High Street Oakland CA 94601 REQUEST FOR QUALIFICAIONS AND PROPOSALS (RFQ/P) TO PROVIDE DESIGN-BUILD SERVICES FOR SOLAR PHOTOVOLTAICS –VARIOUS SITES PROJECT Project #24155 October 30, 2024(Issued) ResponsesmustbereceivedDecember 5, 2024,nolaterthan2:00p.m. The Oakland Unified School District (“District”) is requesting fee proposals from qualified certified firms (“Consultants”) to provide design-build entity to produce and final designs for, and construct solar photovoltaic (PV) systems at various school sites (the “Project”). The Oakland Unified School District (OUSD) is interested in reviewing proposals for the installation and commissioning of approximately 500 kW-DC of solar photovoltaic (PV) canopies and arrays at four District-owned sites. OUSD is requesting cost proposals for cash purchase projects only. Designs are DSA approved, and OUSD prefers a Summer 2025 construction. The District is also interested in reviewing Add-Alt proposals to design, permit, install, and commission PV systems at an additional five District-owned sites. The Add-Alt includes approximately 750 kW-DC of total PV capacity, as well as EV charging stations at two sites. Approved array locations and conceptual site layouts are available as an attachment to the RFP. All nine sites have active NEM2.0 interconnection applications submitted with PG&E. Projects must be completed prior to the April 2026 NEM2.0 grandfathering deadline. The District will only accept electronic Proposals sent via email in lieu of hard copies.
