Spotlight on Transportation Authority Deputy Director for Capital Projects Carl Holmes

Construction on Yerba Buena Island's West Side Bridges Retrofit Project Our Deputy Director for Capital Projects, Carl Holmes has been leading our Treasure Island and Yerba Buena Island infrastructure program and many other active projects. His contributions extend beyond the work at our agency to the construction and engineering industry, including speaking at the recent American Council of Engineering Companies Bay Bridge Chapter event in downtown San Francisco. We are delighted that his work and industry contributions have recently been recognized by the Construction Management Association of America which conferred its 2024 Golden Key Award to Carl this month. The Construction Management Association of America Golden Key Award recognizes and celebrates individual members with a record of service and contribution to the growth and development of the Construction Management Association of America or the Construction Management Association of America Foundation over at least five years and whose contributions have advanced the vision, mission, and values of Construction Management Association of America or the Construction Management Association of America Foundation. Carl’s leadership on various capital projects is showcased across many projects including, overseeing the delivery of the award-winning Yerba Buena Island I-80/Southgate Road Interchange and Realignment Project, the underway Yerba Buena Island West Side Bridges Retrofit Project, Yerba Buena Island Hillcrest Road Improvement Project, and more. Next in line is advancing design and seeking funding for the Transbay Bay Skyway Phase 1 project, which includes the Yerba Buena Island/Treasure Island multi-use path that extends walking and bicycle infrastructure from the San Francisco-Oakland Bay Bridge Vista Point down to Treasure Island Ferry terminal and clean ferry to San Francisco’s Ferry building. The Capital Projects Division is also partnering with major capital project sponsors that receive Transportation Authority sales tax and other funding, such as The Portal, Caltrain’s Modernization program, BART Core Capacity, fare gates and elevator/escalator rehabilitation program, and Muni’s fleet, facilities and train control modernization programs. In addition to supporting project delivery, Carl and his team support the Transportation Authority’s equity and inclusion values by advancing opportunities for disadvantaged, underutilized, and small firms to do business with our agency and promoting their use of a diverse workforce. The Transportation Authority regularly establishes individual contract goals for Disadvantaged Business Enterprises, Local Business Enterprises, and Small Business Enterprises (as permitted by funding sources) to participate in contracts, and we continuously work to monitor and support inclusive participation. Last year, our agency made 12% of our total vendor payments to Disadvantaged Business Enterprise firms, 12.5% to Local Business Enterprise firms, and 20.3% to Small Business Enterprise firms. We continue to build on these levels of participation through outreach and engagement with the business community. Contracting opportunities arise year round and can range from public engagement, engineering, construction, planning services, and more.
