Los Angeles County, Public Works – Puente Hills Landfill Park, Phase 1A EJC and O&M

General Scope of work: PENTA has been awarded the Puente Hills Regional Park project. The current package request for proposal is the Puente Hill Landfill Park (PHLP) Phase 1A 90% CD Set which will include the following items:

• Environmental Justice Center (EJC) new ground up construction & parking
• Operations & Maintenance Buildings new ground up construction & Parking
• New outdoor seating/classroom landscaping areas adjacent to the EJC
• New roadway work and associated infrastructure to accommodate the aforementioned buildings/areas

The scope for the EJC is to construct a plot area of roughly 25,000 SF for the Puente Hills Landfill Park Environmental Justice Center (EJC), Adjacent Parking and Park Entrance. The EJC includes a Visitor Welcome Center, Auditorium, Photo/Video Studio, Exhibition Space, Classrooms, Maker Space, with LEED GOLD requirements.
 
The scope for the O&M is to construct a plot area of approx. 6,000 SF for the Puente Hills Landfill Park Operations and Maintenance Buildings (O&M) and Adjacent Parking. The O&M includes offices, restrooms, workrooms, break rooms, locker rooms and warehouse/shop rooms.
 
This project is subject to prevailing wage rates (unless otherwise noted) and prequalification requirements.
 
There are Union requirements in accordance with the CWA issued by LA Count/Public Works. LSBE, DVBE & SE participation encouraged. There will be a mandatory local hire requirement as outlined within the CWA. Please be sure to review the CWA information within the project documents in its entirety.

Completed prequalification must be received no later than 2 weeks after the proposal’s due date.
 
The PENTA Building Group reserves the right to waive any irregularities or requirements, or provide additional opportunities to prequalify, if insufficient responses for prequalification are received.
 
Bid Schedule:Selections will be based on value including both cost and qualifications. RFP documents will outline the process and schedule. Coordination and submittals shall begin immediately upon release.
 
There will be a Virtual Pre-Bid meeting held on Tuesday, November 12^th, 2024, details to be announced at a later date.
 
Bids must be submitted using Building Connected. Bids will be due on Friday November 22^nd, 2024 at 5:00PM PST. This is a HARD cut off and bids may not be accepted/considered beyond this time.
