P404 – JWA Terminal Electrical Distribution
John Wayne Airport (JWA)
 
Request for Bids due January 24th, 2025, at 2:00pm PST.

Swinerton Builders is seeking prequalified subcontractors to propose on the John Wayne Airport located at 18601 Airport Way Santa Ana CA. The scope includes, but is not limited to, Traffic Control, SWPPP, Temporary Facilities, Surveying, Final Cleaning, Selective Demolition, Building Concrete, Rebar, Stone, Unit Masonry, Structural Steel & Miscellaneous Metals, Metal Decking, Metal Roofing & Sheet Metal, Waterproofing, Insulation, Fireproofing, Doors, Frames & Hardware, Drywall & Framing, Lath & Plaster, Painting & Coatings, Specialties, Signage, Fire Protection, Plumbing, HVAC, Electrical/Fire Alarm/Low Voltage, Earthwork, Site Concrete, Striping, Fencing & Gates, Landscaping, Asphalt, and Site Utilities.
 
The project focuses on upgrading the airport’s electrical infrastructure to enhance power distribution and capacity. This includes installing a new switchgear in the Power Distribution Center (PDC) near the Central Utility Plant (CUP), constructing a duct bank with utility holes to connect the PDC to terminals, and adding new unit substations to serve Terminals A and B and Parking A2 and B2. An expanded electrical room at Terminal B will further increase capacity and ensure system reliability.
 
Anticipated Construction Start Date July 17th, 2025 – Anticipated Construction Duration 898 Days – Night Work
 
This project will be funded in part by Federal Aviation Administration (FAA) Airport Improvement Program grant funds.
and applicable federal requirements will apply, which include but not limited to Equal Employment Opportunity, Davis-Bacon Act, Buy American Preference, Disadvantaged Business Enterprise Participation, and Federal Fair Labor Standards Act.
This project is subject to David-Bacon Act that requires Prevailing Wages; Subcontractors shall not pay less than the higher of the rates determined by the US Department of Labor, and the State of California Department of Industrial Relations.
No Union/PLA (Labor Agreements) are required.
 
Swinerton is committed to promoting the development and growth of disadvantaged businesses in our community. There is a DISADVANTAGED BUSINESS ENTERPRISE (DBE) Requirement for this project.
·       Contracts Valued at $500,000 or More (but less than $5,000,000) Must Meet a 10% DBE Participation Requirement.
·       Contracts Valued at $5,000,000 or More Must Meet a 20% DBE Participation Requirement.

Prequalified Trade Contractors will be eligible to bid on the project. Do NOT contact the City of Santa Ana, John Wayne Airport, the Architect, or any of the project Consultants. All queries are directed to Swinerton.

Swinerton may require a Payment and Performance bond and/or a letter of bond ability from a qualified and accepted Treasury-listed Surety within 48 hours of demand. Please provide the bond rate together with the single project bond $ limit for the scope of work to be performed in your proposal.
