City of Oakland seeks proposals from organizations to provide career development, job training services

Through April 22, 2022, the Oakland Workforce Development Board (OWDB) is seeking proposals from qualified organizations to provide?adult and/or?youth and young adult?career services to help individuals gain skills, credentials,?and employment while helping businesses connect with a qualified workforce.?

Through this RFP process, approximately $6 million in funds will be awarded. The number of awards will be determined by the quality of the proposals received and to ensure services are provided throughout Oakland. OWDB anticipates funding contracts for a one-year period from July 1, 2022, through June 30, 2023, with the possibility of contract renewal for up to two additional years. The Request for Proposals and related materials are available now at: oaklandca.gov/wdb.

OWDB seeks to resource a network of qualified providers?to deliver?services that are accessible to?Oakland?and WIOA priority populations,?and?are?accessible from specific?geographical areas (East Oakland, Central Oakland/Fruitvale, and West Oakland)?to?advance the economic security and resilience of Oakland’s most vulnerable residents.?

This RFP requests services in multiple several funding and program areas, including the Workforce Innovation and Opportunity Act (WIOA), “Oakland Forward” California State Youth Workforce Development Program, and related direct services in the following categories:

  • One-Stop Operator to coordinate mandated partners, service delivery providers, and reporting responsibilities in compliance with WIOA;
  • On-Call Adult America's Job Centers of California (AJCC) Career Services to help adult job seekers access employment, education, training, and support to succeed in the labor market;
  • Youth Services offering year-round workforce development services for youth that provide work-based learning opportunities like on-the-job training, internships, and apprenticeships as training paths to employment.
  • “Oakland Forward” California Youth Workforce Development Program offering year-round and/or summer employment programs geared toward training and connecting young people to public service jobs with a focus on “clean and green” work activities that promote climate resilience and improve neighborhood conditions.

Over the past three years, the OWDB has funded career development and training services to more than 2,900 individuals, with roughly two-thirds of them entering jobs at an average starting wage of more than $15 per hour. The availability of additional City funds will help Oakland residents access even better future opportunities as the local and regional economy continues to grow.
